Established in 2018, we are an executive agency of the Cabinet Office and a public sector property holding company creating great places to work for civil servants.

We are leading one of the most ambitious workplace transformation programmes in the UK – planning and managing a single Civil Service office estate for the benefit of all departments.

As the workplace changes, we’re working with partners to deliver the offices needed for modern government, now and in the future throughout the UK, powering economic growth and public service transformation. Using our property and commercial expertise, our team knows how to create places where people can be more productive, to collaborate and work together in person.

We work closely in partnership with government departments to deliver the space and services they need, delivering value for money for taxpayers, realising significant benefits across the estate, and making ongoing savings. Acting as the government’s subject matter expert in office property, we can see where offices can be shared and used better, and procure services at scale.

We are leading the way on accelerating to net zero – developing state-of-the-art, low carbon offices and upgrading the existing estate to make it more efficient, while addressing the maintenance backlog.

We were awarded the prestigious Leesman+ certification for our first new build hub, Quay House in Peterborough, recognising a commitment to delivering great places to work for civil servants. We continue to enable regional growth through delivery of the Government Hubs and Whitehall Campus programmes.

Award-winning strategic partnerships

We continue to strengthen strategic partnerships with private sector specialists to improve service quality, generate greater efficiencies and widen capabilities through stronger collaboration. As such we won the “Partners in Corporate, Public Sector” category at the PFM Awards 2024 for our partnership with JLL and the regional supply chain.

1 million+ sqm data capture

We exceeded implementation targets for property technology, now capturing data from more than 1 million square meters of office space.

We deliver through brilliant, skilled, diverse and empowered people and partners. We must continue to build and develop our culture to create a high performing team which embodies a renewed set of GPA values, where people feel included, trusted and are set up to deliver effectively.

Continuous improvement

Building on our successes and addressing the areas to improve. These include having a realistic and achievable scope of work that is right for clients and customers; having the right structures, governance and reporting metrics and frameworks in place; ensuring leadership and values reflects the culture we aspire to achieve; and having the skills and capabilities of our people that match our organisational goals. This will enable us to be ready for our next phase of growth while ensuring that we are well placed to operate within a more challenging funding environment.
