We are leading one of the UK’s most ambitious workplace transformation programmes, working in partnership to deliver a smaller, better, greener government office estate and creating great places to work for civil servants.
We are enabling Civil Service reform, bringing teams closer to the communities they serve, breaking down geographical barriers to open up access to government careers to more people, and attracting diverse talent.
Our programmes support the government’s regional growth ambitions, helping to relocate roles out of London through the Places for Growth initiative. The potential social and economic impact of our investment and development activity is significant, regenerating brownfield sites in town and city centres, bringing job opportunities and encouraging inward investment. We work closely alongside combined and local authorities to deliver our goals and theirs.
We also deliver programmes for carbon reduction, rationalisation, renovation, refurbishment and retrofitting, as well as new builds, creating a future-ready government office portfolio.

Our portfolio
We manage and own more than 53% of the government’s office portfolio. This includes traditional offices, heritage listed buildings and new-build government hubs. Our portfolio is breaking down barriers between departments to enable cross-government collaboration while reducing carbon emissions and generating greater value-for-money, while saving taxpayer money.
Government Hubs Programme
A catalyst in regenerating brownfield sites, returning shoppers to high streets and turning unused buildings into collaborative, modern workspaces while driving forward the government’s ambition of a smaller, better and greener office estate.
Westminster Campus Programme
The Westminster Campus is a 10-year programme that will provide a flexible campus to support 40,000 Civil Service roles. It will manage the disposal of 67 existing buildings and the refurbishment of 17 buildings based in the heart of Whitehall to create a thriving and productive workplace, delivering a common experience for all civil servants.
