We play a key role in regeneration by spearheading change to provide a transformed, shared and sustainable government office estate, ensuring civil servants can work productively in every nation and region of the UK. Our regional hubs are key drivers in supporting the government’s transformation programme for the Civil Service.

This role drives significant economic growth and regeneration across the country while creating new opportunities for our local communities. Transforming derelict areas in our towns and cities into thriving communities provides people with places where they are proud to live and work.
Investment in regeneration is spreading opportunity more evenly and helping to reverse the geographical inequalities which still exist in the UK. We will continue to support placemaking and regeneration by working with local leaders and authorities.

Every £1 that the government puts into construction is estimated to generate £2.92 of private sector revenue for the area.
Birmingham
Refurbished disused retail space, returning footfall to the high street. Most of the work was completed during Covid-19 which kept more than 100 people employed. 1,700 civil servants from 20 government organisations now work in 23 Stephenson Street in 10,000m2 across nine floors.
Manchester
Construction commenced at First Street in February 2023. This hub will be c.12,000m2 and be home to 2,500 civil servants, including 700 relocated under Places for Growth agenda. Government modelling expects that the programme will provide an economic boost of around £260 million.
Peterborough
This was our first new build hub. Built on a brownfield site at Fletton Quay, the hub was built as part of a £120 million regeneration project, with the building opening its doors in March 2023. It is home to 1,000 civil servants from five departments and arms length bodies, across over 10,000m2

Regenerating Peterborough
Quay House in Peterborough is our first new build hub within the Government Hubs Programme. It sits at the gateway to Fletton Quays and is a crucial part of the £120 million regeneration project for Peterborough. The hub was opened in March 2023 to 1,200 civil servants from five government bodies.
