Senior Product Manager
Summary
The Proptech team sits within the office of the Chief Technology Officer, developing and delivering and running services that benefit the people who work in the GPA’s buildings. We are developing a number of technology services designed to support a more effective and efficient civil service by making it easier for people and departments to work from wherever they need to be.
As a Senior Product Manager in the GPA, you will lead the development of one of our service lines, providing oversight and guidance to the wider service team from a product perspective. Our current product portfolio includes GovPrint, GovPass, GovWifi, Shared Networks and Shared Audio-Visual Systems that are all contributing to changing the way that civil servants do their jobs.
Key Responsibilities
- Lead products through different phases of the product life cycle, from discovery, through development, delivery and continuous improvement, to retirement
- Make decisions based on the overall quality and value of your products
- Help prioritise work for your teams and be able to measure outcomes
- Develop and communicate product vision and strategy; integrate products into the business ecosystem.
- Collaborate with Delivery Managers, User Researchers and Technical Architects, and work with external suppliers where required.
- Ensure alignment with government IT standards, information security, and policy requirements.
- Continually seek opportunities to improve services and drive efficiency and value for government departments and civil servants.

Person specification
The Proptech team is operating as a set of multi-disciplinary service teams, your role as a Senior Product Manager is critical to the effective operation of these teams:
- Proven experience applying product management techniques and practices in large IT infrastructure projects.
- An understanding and awareness of agile principles and philosophy and its application across a range of delivery challenges
- Ability to work effectively with other key service team roles, particularly Delivery Managers, User Researchers and Technical Architects
- Excellent stakeholder engagement and communication skills.
- Ability to work collaboratively with a range of internal teams and external suppliers.
- Champion user-centric and product centric product development.
Experience & Technical Skills
Essential Criteria:
- Proven experience of product management for infrastructure delivery projects, preferably within a government or public sector environment.
- Strong understanding of agile delivery principles and behaviours
- Excellent stakeholder engagement and communication skills, with the ability to liaise effectively with internal teams, suppliers, and external stakeholders.
- Experience in creating and managing product roadmaps, prioritising functionality, features and updates, communicating product plans to both internal and external stakeholders.
- Experience of building a product strategy and vision, and integrating products appropriately into the business.
- Experience of measuring and realising benefits by linking work in progress back to the business case.
- Experience of developing business cases based on user needs.
- An ability to manage complex projects and initiatives whilst keeping a clear focus on the big picture and strategic business outcomes.
- Strategic thinker who can translate business needs into compelling product vision, always keeping the user experience at the forefront.
Desirable Criteria:
- Familiarity with government IT standards and policies.
- Experience in the delivery of shared IT infrastructure across multiple sites or organisational boundaries.
