Senior Responsible Owner, MDC - Philippa Harvey

Known for delivering complex, high-profile government programmes with national and international impact Philippa is currently the Senior Responsible Owner (SRO) at the Cabinet Office for the Manchester Digital Campus (MDC).

Philippa has led a range of transformational initiatives, from modernising defence investment processes to setting up entirely new public services, such as PensionWise. Notably, she was instrumental in delivering a safe, secure, and sustainable COP26 Summit and played a central role in the UK’s Covid vaccine rollout, first with the Vaccine Taskforce and later as Director for Covid Vaccines at UKHSA, ensuring reliable national supply and embedded learning.
