Chief Operating Officer - Helen Mills
Helen and Erin lead a diverse team of core functional roles enabling us to deliver on our mission of transforming the way property is managed in government.
Helen is one of our joint Chief Operating Officers (COO), joining in November 2026. Helen and Erin have an established a co-leadership model, under a job-share arrangement, to lead the agency’s corporate services and operational delivery.
They are responsible for coordinating the delivery of our ambitious programme and overseeing corporate services, including those teams working across, data and technology systems, security, planning and performance, HR, and marketing and communications.
The pair established the success of this working model at the former Department for Science, Innovation and Trade (DSIT) where they previously worked together as People and Transformation Directors.
Helen has spent the majority of her career working in HR, operational and programme management roles. Prior to joining DSIT, she held director-level positions at numerous government departments, including the Department for Exiting the European Union where she directed its corporate centre. She has also worked for the Foreign, Commonwealth and Development Office, Cabinet Office and HMRC.
